Though the Central Government promises its people rights and peace, its laws have been becoming increasingly strict over the past few decades. Many people fear that soon it will become a totalitarian regime, but most people are too scared to act. Those that speak out either end up dead or simply disappear.
There are a select few that still resist the government's actions. In many areas of the country, resistance groups have been forming, much like Free Wired.
The council of 12 chancellors is mediated by the High Chancellor.

The Central Government bought out RISE Technologies, the leading pharmaceutical company, giving the government almost complete control of the drug and medicine industry. They appointed Dr. Volsef as the lead scientist and principle investigator of Devil's Coal research.
The hope of the government is to have RISE Technologies develop a modified version of Devil's Coal, nicknamed Devil's Obsidian, that allows the user to consume the drug without developing any adverse side effects, much like the ability of an Immune. Doing this will allow them to create an army of "super soldiers" that will be unstoppable.
The government has a special group of government agents that are completely loyal to the Central Government and carry out special missions for them. These agents wear military coat-like uniforms and are greatly feared by the people.
Special Forces - Devil's Coal
There is a special group of government agents under a special forces team involved with Devil's Coal. These individuals' work more directly involves research and testing of this drug. Many of the members of this team have genetic codes that give them "partial resistance" to Devil's Coal, like Talis, closely related to an Immune.
